It's definitely Sneaky Pete playing his highly modified 50's Fender 400.  This is a known recording.  And Mike is correct, Gram never played pedal steel - ever.

Based upon the many biographies of GP out there, the likelihood that he is playing pedal steel is remote at best since I don't think he knew how to play pedal steel,  From listening to the track, it sounds more like Sneaky Pete Kleinow (who played on the Burritos version).
