The lost complex was an abandoned research facility, lost by the rising tides. It was  rediscovered by a member of the LockRaith Clique. He went rogue and escaped the syndicate, traveling west in a submersible. Upon his return, he was welcomed with his discovery of a centrally located tower rising above the ocean that could be used as an oceanic base of operations. Art by me.
