I also recently found the same thing happening. It was a pirate with a weak signal in AM Mode playing music, Ozzie Osbourne to be precise.

I have no idea which radio station that was.

This is E07, also known as "The English Man". 

This ID seems to be 024, with one message indicated by the "1" said after the ID. An interesting find, as I have never heard this particular station's broadcast myself, only on videos.
