The track is called Love Sensation by Skankfunk a.k.a Hideki Naganuma made for Air Gear anime,  I remember messing up things with my pentium 4 windows setup (loved that computer so much, was such a crap but I had so much fun with it). In this case I was messing around with gross beat trying it on diferent audio files and I found this preset that would convert your 4/4 arrengments to 3/4 while pitching down a bit. Even thought the technology wasn't so complex, I haven't seen any piece of software taking that functions any further. I guess I could came with some similirar results while manually warping audio on Live or something, but the unpredictable way in which Gross Beat behave was  mindblowing to me by the time.
