So there is no firmly established reason that "It's Raining Somewhere Else" is called what it's called. I have a few theories, but the headcanon I'm running with for this particular project is the following (warning: this gets a bit complicated):

Sans is trying to have this emotional encounter with Frisk where he gives some somber details over dinner at a fancy restaurant. It's the kind of scene in a movie where you'd imagine it to be pouring rain outside. So this is like Sans's way of saying "hey, i know the atmosphere/ambience isn't all that good for what i'm telling you, but it's gotta be raining somewhere, so just pretend it's raining here."
So for Papyrus in BelowExchange, I change things a bit. He's ALSO pointing out that the atmosphere doesn't fit the occasion, but rather than saying "just pretend," he's indignantly asking the universe to help him set the mood. "HEY, WHERE'S THE ORCHESTRA? THE FANFARE? SOMEONE THROW ME A BONE HERE!"

Told ya you'd probably disagree with some headcanons on this account.

Here, Zeno finally learns the truth about the world he's been thrown into. The true identity of the "King" who arranged for his protection. And the reason he and all of these characters were put here to begin with.

It's a very random and surreal milestone, but it has been 1,000 days since Zeno passed away. Something about the gravity of that number moved me, and I begged that something be done for it. If nothing else, just to show that I kept track. That no matter what was asked of me, I refused to forget. I'd like to think I'm better off now than I was in 2020, when this all started. But am I? I guess I really don't know. What I can say for sure is that literally every one of those thousand days featured a thought of him at least once. The thought of ever letting it go scares me. But I guess we'll just see what happens. I miss you, buddy. I miss you a whole lot.
