The Ne-21 was founded in Pompeii, on the slopes of Vesuvius, by Lino Monaco and Nicola Buono, well known for being the founders of the electronic duo Retina.it. Heavily influenced by the British new-wave, electronic music and post-punk scene (with bands such as Clock DVA, Cabaret Voltaire, Human League among all), The Ne-21 love to mix sci-fi atmospheres with lyrics inspired by the works of J. G. Ballard and P. K. Dick.

In 2021 the duo released the album In the Realm of Electricity, published by the Italian label She Lost Kontrol, receiving very positive reviews from the trade press and industry insiders.
