"Prohibit" is a red flag on any consitutional initiative.  Ranked-choice voting is a pain in the patoot, and yet it does help with the problem of people getting into power when the mjority of voters have voted AGAINST them.  If the people, especially in Home Rule jurisdictions, choose to put up with the time, trouble, and expense of this particular alternative to plurality-winner voting, they should have the LIBERTY to do so.  And if they want to try the tweak of making the rankings (first, second, never) on their ballots, they should be FREE to try that, too.
