White Fungus started life in Wellington, New Zealand. It was initially a one-off publication put together by brothers Mark and Ron Hanson in 2004. 

The first edition of the magazine was made in protest of an inner city motorway being built through what was then an area home to a vibrant arts community. As the story goes, Mark and Ron produced the magazine on a photocopier, before wrapping it in Christmas paper and throwing it through the entrances of local businesses.

Thirteen years later, White Fungus is produced in Taichung, central Taiwan. The magazine is sold in more than 20 countries. The brothers, along with their team of collaborators, have also curated art shows and hosted events around the world.

Ahead of the next installment of their Depopulate series in Taipei on June 24, The News Lens traveled to Taichung to interview White Fungus editor Ron Hanson.

In a wide-ranging interview, Hanson discusses: the process of putting together the diverse and constantly evolving art magazine; the benefits of being based in Taiwan for pursuing creative projects; and, how White Fungus has managed to connect to a niche audience around the world. He also talks about the avant-garde art and alternative music scenes in Taiwan, including his beloved, and surprisingly popular, “noise” music.

In this episode of The News Lens Radio, we talk to journalist and author Ben Bland about the development of the new Hong Kong identity and its implications for both Hong Kong and China.

Ben Bland is South China correspondent with the Financial Times. His first book, “Generation HK: Seeking Identity in China’s Shadow," has just been published. He introduces readers to the new generation of Hong Kongers. The book, however, is not limited to the political activists. There are also underground filmmakers, multi-millionaire super tutors, and even the children of the city’s business tycoons. These are people who have, for the most part, grown up after the 1997 handover and, as Ben argues, have formed a whole new identity — something that appears to be of major concern to Beijing.

簡單說，「議員配合款」就是縣市政府每年會撥一筆預算，讓議員們可「建議」政府撥款，而身為民意代表的議員雖沒有決定權，但同時身兼建議預算、審查預算的角色，使得地方政府通常來者不拒，因此又被稱為「議員建議款」。

「這一筆錢的目的，其實就是『摸頭』、『封口』的費用，也可以說是『雨露均霑』，地方政府希望議員手下留情，不要刪預算和法規修正，不如就給一些好處給議員，以達到『府會和諧』。」公督盟執行長張宏林這樣說道。

桃園在地監督聯盟也指出，「桃園市1年預算有近1000億，但議員配合款『只要』編列6億（60個議員，1人1000萬），用6億來「收服」議員不是很棒？」那你知道議員都把配合款花去哪兒了嗎？

隨著九合一選舉的日期逼近，街頭上的「人物看板」如雨後春筍般令人眼花撩亂，各路候選人都希望能在各個路口佔有一席之地，其中不乏國民兩黨的年輕人，像是新北的戴瑋姍跟李婉鈺，台北的耿葳跟徐巧芯，還有從選美小姐轉換跑道在桃園參選的朱珍瑤，更別忘了2年前的「淡水蔡依林」呂孫綾的弟弟呂孫福也打出了「淡水羅志祥」稱號。

「高顏值」的候選人可不只是兩大黨有，第三勢力也不遑多讓，像是有「同志天菜」之稱的唐聖捷、高雄鳳山的「清新正妹」黃捷，還有「太陽花吳尊」的吳崢，還有因為泳裝宣傳照，引發現任議員失言風波的吳佩芸，以及在情人節穿女僕裝給路人免費抱抱的林穎孟。

究竟靠「顏質」在選舉裡有多吃香？為什麼有人看臉就可以投票？「長的正」真的超越藍綠嗎？

台灣政治人物開會除了打架外，質詢方式也很有戲，曾經有議員質詢到一半突然唱起黃梅調，驚艷在場所有官員，還有穿神力女超人質詢爭取婚姻平權，也有議員穿學生服扮演月光仙子，真是無所不用其極，但至少他們有出席議會（誤）。

近期，台南新芽協會發表的〈台南市議會第二屆議員觀測報告〉，發現有不少議員出席議會次數「多達0次」，完全沒有盡到議員該做的工作。

但不好好質詢真的都是議員的錯嗎？其實，議員在質詢前，需要做大量的研究工作，就像寫碩士論文一樣。但六都的議員助理經費一個月只有補助24萬，非直轄市更只有8萬，但依然有議員濫用、盜領經費......

九合一選舉倒數不到30天，不少候選人紛紛發表各自的「單曲」，不知道你聽過幾首？

台北市長候選人丁守中的《台北的未來在手中》就邀請自己的競選團隊，一人一句來完成一首饒舌歌曲。而柯文哲則是找來知名音樂製作公司，並且自己上陣，推出《Do things Right》的嘻哈曲風，不到5天就超過100萬觀看人次。

但是對比過去跟現在，曲風的差異轉變很大。早期的候選人多以老歌為主，並以閩南語演唱，走溫情路線。像1994年陳水扁參選台北市長所推出的《台北新故鄉》，2004年連戰宋楚瑜參選總統時推出的《台灣有你真好》，還有2005年謝長廷參選高雄市長推出的《快樂的出帆》，其中還加入謝長廷吹陶笛的旋律。

今年的競選歌曲，我們已經聽不到像以往那種充滿激昂的旋律，曲風變得較為新潮，似乎都想藉此吸引「年輕人」，但候選人大花錢製作競選歌曲真的是有用嗎？為什麼不好好公布政見？
