Here's what I wrote in the file tagged comment:

A party was happening underground, since there was nothing else to do down there. During the party, a Koopa Troopa discovered a route to above, allowing them to free themselves from the underground without the need of a warp pipe. With the records still blasting, they all made their way through the underground to the mouth of the cave. Once everyone was up there, they went out one by one, still hearing the music through the echos. And thus, they were finally free to live life on the ground they all so longed to see.
Uses a PS1 Impluse Reverb sample created by Shirobon.
