Obsessed with this tune. There is an instrument/effect that I cannot quite understand what is it. Starts at 0:02, sounds like strings and is very vibrant. Could you tell me which instrument and articulation is it please?

It is like a promise - painting a picture which has not yet came to life. Quite great actually!
