He's a ruler, or more appropriatly, a tyrant that commands his goons with an iron fist to make his Dark World as perfect as possible, with endless entertainment and severe punishment for those who disobey.
V, his right hand man, carries out his orders. (Though in this point in the chapter, he starts doubting his loyalty)
