Dr. Lehman Brightman, Educator, Activist, College Professor, Veteran, US Marine Corps, Korean Combat, Purple Heart, Father, Grandfather…began his journey to the Spirit World on Sunday June 19, 2017, at Kaiser Hospital, Walnut Creek, California. Lehman lived his life in service to his Country and to American Indian People. When he saw a wrong, he took action to correct it!

Lehman L. Brightman was a ‘icke wicasa’, or common man in Lakota. A ‘icke wicasa’, lives by the principles of that term, in that he does not put himself above others, works as a warrior for his people, and lives his life in a good way, with respect and caring for the people.
This was Lehman Brightman, a warrior who fought for his people, standing in defiance to defend the rights of Native Americans. Where some men dream to lead, Lee stood up and led people to dream and achieve.

InteriorProposes Reform of Federal Acknowledgment Regulations
Proposed rule would address “broken” process
Washington, D.C. — Secretary of the Interior Sally Jewell and Assistant Secretary-Indian
Affairs Kevin K. Washburn today announced publication of proposed regulations that would
reform the 35-year old process by which the Department of the Interior officially recognizes
Indian tribes. Federal acknowledgment establishes the U.S. Government as the trustee for Tribal
lands and resources and makes Tribal members and governments eligible for federal budget
assistance and program services.
“President Obama believes that reforming the federal acknowledgment process will strengthen
our important trust relationship with Indian tribes. Acknowledgment by the Department of the
Interior confirms the existence of a nation-to-nation relationship between an Indian Tribe and the
United States,” said Secretary Jewell. “Through this Administration’s outreach initiatives, tribal
leaders have told us that the current process can be inconsistent, cost millions of dollars and take
decades to complete. Our proposed rule maintains the rigorous integrity needed, but allows that
process to be conducted in a timely, efficient and transparent manner.”
The existing regulations, known as “the Part 83 process”, were originally adopted in 1978 and
were updated only once 20 years ago. Prior to that, Interior had addressed requests for Tribal
acknowledgment on a case-by-case basis. While the 1978 regulations established a structured
process for federal acknowledgment, these regulations have been widely criticized as being too
time-consuming, sometimes arbitrary and generally “broken.”
“Reform of the process is long-overdue,” said Assistant Secretary Washburn. “One of my first
assignments at the Department was to search for ways to improve the federal recognition process
and address long-standing criticisms of those regulations. This initiative is the product of
substantial Tribal consultation and public comment and we are grateful for the broad public
interest in this reform effort and the helpful guidance we have received from Tribes and the
public.”

Lehman L. Brightman is a Sioux and Creek Indian who was born on the Cheyenne River Sioux Reservation in South Dakota. He is the father of three boys -- Lehman Jr., Gall and Quanah -- and currently lives in Pinole, California. Professor Brightman is the founder and National President of United Native Americans, Inc. a non-profit Indian organization formed in 1968, to promote the progress and general welfare of American Indians. In his capacity as President of UNA Mr. Brightman has testified in two U.S Senate Hearings on the deplorable conditions of Indian boarding schools and hospitals on reservations. And led investigations of seven Indian boarding schools and three Indian hospitals due to the poor service and abusive treatment of Indian people. He is a former football and track star at Oklahoma State University where is earned a B.A. Degree, he has an M.A. Degree from the University of California at Berkeley. Mr. Brightman is an ex-Marine and served one year in the Korean conflict where he was wounded in action. He was a disinterested student going through the motions during high school and college in order to play football. However, when be joined the Marines, he found a renewed sense of purpose. "When I came back from the Marine Corps, I had straightened up," he says. "It taught me to be responsible. Most people who served in the Marines are proud of it. Before the Marines, my life wasn't structured. I've lived my whole life since structured, and I learned that from the Corps." USMC, Korea 1951 He established and coordinated the FIRST Native American Studies Program in the United States at UC Berkeley in 1969, and has since taught at the University of California in San Diego, Sacramento State University, and Contra Costa College in San Pablo, California. Brightman is the author of numerous articles on the history of Indian Education and federal boarding schools. He is the former editor of THE FIRST National Indian newspaper called Warpath, and was involved in the occupation of Alcatraz, and the Take-Over of Wounded Knee, and Led the Take-Over and Occupation of Mt. Rushmore in South Dakota in 1970. He was one of the national coordinators of the Longest Walk in 1978, and the Long Walk for Survival in 1980. At the present time Mr. Brightman is writing a book on the history of the Indian Civil Rights Movement from the 1960's to the present.
