"Arbitrary arrest and detention have become a permanent fixture of the repressive tactics of Belarusian authorities," Karinna Moskalenko, Chair of the Group of Independent Experts on Belarus told the Human Right Council on Wednesday. 

The experts' mandate consisted of documenting instances of torture and human rights violations in the country, including in prisons.  

Some of the violations described in a new report "amount to the crimes against humanity of political persecution and imprisonment", added Ms. Moskalenko, who works in an independent capacity and is not a UN staff member.
