Since the 1600s, towns and villages throughout New England have led the way with direct democracy.  Next week, Nantucket holds its annual town meeting (ATM) with its own 21st Century twist.  Nantucketers will vote on some 90 items including going to a gender-neutral name for its current Board of Selectmen.  And, they will vote on a tax reform measure that could provide about $300 million in new funds to cover a backlog of town needs.  The tax item would create a two-tiered structure and provide for lower prop taxes for full-time residents versus higher rates for "summer" homeowners.
