This song features clips of then-senator Joe Biden in a senate hearing in the 1990s floating legislation that would crack down on underground raves in an effort to curb illicit drug use. Originally referred to as the Reducing Americans’ Vulnerability to Ecstasy (RAVE) Act, it later passed under a different name in 2003.

The legislation is seen by many as a misguided remnant of the war-on-drugs hysteria of the 80s and 90s that may do more harm than good. The legislation discouraged music venues from taking harm reduction measures shown to reduce morbidity and mortality from MDMA use for fear they will be seen as tacitly allowing drug use in their venue.
