Gender-Based Violence Minimum Standards Mini-Series

The prevention (and mitigation) of, and response to gender-based violence are classified as life-saving interventions in humanitarian settings. In this new mini-series, hosted on the Women’s Protection and Empowerment podcast, we’ll meet three women, Dalia, Esther and Ashanti, who are navigating how to provide these services in emergency programming. 

Dalia is applying for a job at a women’s right organization, where she previously volunteered. She just got the news she’s going to be interviewed for the position. 

In this episode, the focus is on Standard 1 of The Inter-Agency Minimum Standards for Gender-Based Violence in Emergencies Programming, that “All aspects of GBV programming are survivor-centred to preserve and promote the confidentiality, safety, non-discrimination and respect for the choices, rights and dignity of women and girls, including GBV survivors.”

A new Women and Girls Safe Space will be opened soon. Newly-hired caseworker, Dalia, learns why and how programs consult with women and girls to make decisions about interventions and services.  

In this episode, the focus is on Standard 2 of The Inter-Agency Minimum Standards for Gender-Based Violence in Emergencies Programming, that “women and girls are engaged as active partners and leaders in influencing the humanitarian sector to prevent GBV and support survivors’ access to quality services.”

In their weekly staff meeting, the team discusses staff safety and self-care, why it’s needed, and ways to support each other.

SPECIAL MINI-SERIES: GBV Minimum Standards - Standard 3

Dalia is new to her job and still learning. Esther, her case management supervisor, brings her to the monthly health sector coordination meeting, so that Dalia can hear about health sector GBV responsibilities and be introduced to her health colleagues. During the tea break, Dalia meets Taji, a midwife supervisor who specializes in sexual and reproductive health. They discuss how the different sectors complement each other in GBV care. 

In this episode, the focus is on Standard 4 of The Inter-Agency Minimum Standards for Gender-Based Violence in Emergencies Programming, that “GBV survivors access quality, survivor-centered health care, including health services for sexual and intimate partner violence and other forms of GBV, and referrals to prevent and/or reduce the effects of violence.”

The school club tells them about the activities they do within their community, and what is missing. Dalia and Ashanti talk about psychosocial activities in WGSS, and the importance of them.

The case workers have a group session to talk about what’s working and not working with their cases this week, and how they can support and learn from each other. Dalia has questions about how to handle a particular case and set boundaries too.

Esther and Dalia visit the health cluster coordinator to discuss trends they’ve noticed in survivors refusing referrals to healthcare services. Together with the health cluster coordinator, they identify barriers preventing easy access to health care facilities.   

In this episode, the focus is on Standard 7 of The Inter-Agency Minimum Standards for Gender-Based Violence in Emergencies Programming, that “Referral systems are in place to connect GBV survivors to appropriate, quality, multisectoral services in a timely, safe and confidential manner.”

Esther convenes a meeting with the other members of the Women and Girls’ Safe Space Advisory Group. In the session they discuss actions that have been completed, actions needed, and the transition of the group’s leadership to Julisha, a member of the community.

Esther and Dalia meet with their organization’s internal health coordinator, Rashida, to share the results of their safety audit that are related to health. They come up with a way to address the access barriers noted by working together.

Dalia has been working with the same survivor who came in earlier and who is experiencing ongoing intimate partner violence. Dalia feels conflicted - she wants the survivor to pursue legal aid, but the survivor declined the referral. She confides in Ashanti who gives her advice on referrals, mediation, and survivor-centered care.
 
In this episode, the focus is on Standard 10 of The Inter-Agency Minimum Standards for Gender-Based Violence in Emergencies Programming, that “Legal and justice actors support GBV survivors to access safe and survivor-centred legal services  that protect their rights and promote their access to justice.”

SPECIAL MINI-SERIES: GBV Minimum Standards - Standard 13

Dalia is learning about the Gender-Based Violence Information Management System (GBVIMS). Esther tells her this is the system they use for case management because it’s in line with globally recognized standards on survivor data management. Dalia asks Esther what happens if someone asks for case management data. Esther tells her they have protocols to manage that and make sure survivor information is safe. She also explains to her the risks if data is exposed.

Esther is in a GBV coordination meeting. The other organizations that are present are not local, like the organization she works at. She notes this to the group – that it’s majority UN and INGO representation. They need better representation and inclusion from local women’s right organizations. She then discusses her concerns around the prevention of sexual exploitation and abuse (PSEA), and the need to coordinate around this. They come up with some ideas for advocacy around PSEA.
