the price of location/ land which is totally determined by infrastructure paid for by public expenditure. Yet all this speculative profit goes to a few wealthy individuals. The solution is to tax the land more, we barely tax land at all.

And it is all deliberate political policy, it is not some accidental laws of nature or "the market". It is engineered. Here Thatcher ended the right to public housing, and stopped local authorities building them. Deliberate- to drive up prices.
