It discusses the use-cases & rationale for local mobile networks, and highlights some of the regulatory developments in this field in recent years.

The second (separate) part of this audio post looks at the innovative proposals that UK regulator Ofcom published in December 2018, which include new suggestions for shared-spectrum bands, and the potential to re-use existing cellular bands in areas where they are not used by the MNOs.

NHNs are shared 4G / 5G networks, deployed on a wholesale basis by service providers in areas that are too costly or complex for individual mobile operators to deploy equipment in individually. This includes rural, in-building, metro and road/rail coverage. Some NHNs are based on localised spectrum, while others are more geared around Small Cell-as-a-Service using the MNOs' frequencies.
