Drowned City Blues is a sleazy noir set in the underwater metropolis of Rapture. In this episode, the gang gets lost in the maintenance tunnels and debate shooting a Big Daddy as he murders a hobo.  Scott wastes no time pointing a gun at their new friend Leonid and scaring him half to death for no good reason. Claire gets a creepy phone call from a potential stalker. Elvira develops the photograph and unveils confirmation of a key clue. Scott puts on a dress.

The guys get stranded in the middle of the ocean, requiring a rescue with lots of arguing and involuntary surprise drug injections. Claire hates Hunter Thompson. Elvira cares deeply for her jug of wine. The gang partners up into pretend couples for an infiltration.
