very experimental session. Had an issue with my monitor and could not hear what I was recording except the acoustic guitar 
and couldn't hear playback as I recorded each instrument. Each instrument was tracked deaf and then edited into a useable 
track. There are 4 duped tracks of acoustic guitar, 2 duped synth tracks, 2 duped drum patterns, each with different 
effects, amps, etc... it is cacophonic to say the least... work in progress.

In that context, I believe it means that one out of every 10 criminal offenses is a trumped up charge by a police officer with nothing better to do.
