The reason for the pale of settlement was that they hated Jews, but after Partitions of Poland ended up with a Jewish population, so they decided to contain them to the former territory of the Polish-Lithuanian Commonwealth.

Japan had sold reams of old Arisaka Type 38 to the Imperial Russian Army because so many Mosin-Nagant rifles were wrecked. That's why Winchester and Westinghouse built Mosin-Nagant rifles for the Czarist and Provisional governments in 1916-1918, a pair of contracts that the US government had to take up to keep both firms from collapsing. This is why we have surplus .30-06 Bannerman Mosins out there; some of the rifles were bought by the US gov't., the rest paid for by the US gov't. because they weren't shipping them to Bolshevik Russia (who wasn't going to pay for them), and the Bannerman military surplus company converted them to .30-06 and "sporterized" them in the mid-1920s.
