Drawing on a decade of research in Egypt and West Africa, Dr. Solava Ibrahim proposes 3 conditions for effective grassroots interventions:

- Concientisation: a shift in cognitive frames; individuals question structural inequalities;
- Conciliation: people recognise shared interests; develop networks and a communal vision.
- Collaboration: state-society synergies.

In this podcast, I ask:
Can NGOs actually fulfil these conditions at scale?
Are NGOs even necessary? Why not just improve state capacities?
Is this agenda compatible with a donor focus on value for money?
