Crime & lawlessness, out of control crime has increased.  Many times our legislator change the definition of crimes, incarceration, and bail, The New York Times reported that in New York City, 327 people were collectively arrested over 6,000 times for shoplifting.
In Ca. there is over 600,000 arrest per year, 98% plea out.  Its a revolving door into the Criminal Justice System.  Its in need of reform.

Butte County Sheriff has faced many disasters that impacted the public. Two of the most devastating fires in California History – Paradise Camp Fire, and the Park Fire.  The Oroville Dam, spillway disaster.  Including sending personnel to assist the Los Angeles County Sheriff in the Southern California Fires.

 The American Bar Association says 98 percent of federal cases and 95 percent of state cases plead out.  In 2023 the American Bar Association established a taskforce to explore reforming the plea bargain practices in the U.S.
According to the Bar Association: “Plea bargaining began as an American experiment in efficiency and eventually came to dominate the system it was created to assist. And while plea bargaining offers many benefits when utilized appropriately, the risks and costs of an unregulated, un-monitored, and unguided plea system are significant.”
