The words "nocturnal mind" are referring to a narrative story, of someone who walks at night when everyone else is asleep. There's an aspect of danger, power and dystopian energy to that. The second verse comes from that story as a woman walking the streets alone, where the line "can't look worried, can't look weak" is something I think many women can relate to when walking anywhere alone.
