The US Senate put new restrictions on spy agencies' powers to monitor US citizens.  The move was led by the Republican Rand Paul -- perhaps the unlikeliest of political bedfellows for the whistle-blower Edward Snowden, the man who revealed how governments were collecting communications data in industrial quantities.
