Last month, Ruidong Jiang, a Chinese student at the University of Sheffield, told this reporter that he had experienced telecom fraud when he was about to return to China. When Ruidong Jiang talked to his friends and found that a lot of people had been cheated out of a lot of money because of similar things. So, why do overseas students get scam phone calls? The reporter spoke to Ofcoms' staff.
