The government is proposing tougher regulation of indoor tanning devices because of concerns they are a key reason skin cancer rates in America are rising rapidly.  This step is especially aimed at keeping young people from being over-exposed to damaging UV rays. CBS News Correspondent Barry Bagnato reports.
