The date is probably 1988. Frankie Knuckles full vocal remix of the Pet Shop Boys track "I Want a Dog" is track 2 on the PSB's 1988 6-Track album "Introspective". 

However, this is NOT an instrumental of the "Introspective" track. It is an entirely different mix. Although it shares many of the key elements of the "Introspective" track.

[NOTE: There is tape hiss. But the sound quality is generally good]

The PSB's original mix of "I Want a Dog" was/is a b-side to their 1987 single "Rent", from their 1987 album "Actually"

BOTH the official Frankie Knuckles "Introspective" mix (6:18),  and the original PSB b-side can be found easily on iTunes, and other sites. 

If you haven't heard Knuckes' official remix, IMO it is well worth the purchase!
