Chaos sweeps this city like an unrelenting hurricane. The only answer, an unnamed, unidentified vigilante, has emerged to oppose these storms. 

He prowls these deep streets bringing order to disorder, calm to chaos. He sounds like an invisible car, smells like gasoline and justice.

The unjust will find that he is the unmovable bedrock of Storm City.
