Songs Intermission DJs would play at Meredith except for 2.5 hours

This ABC recording features the Victory in Europe, or VE Day, Federal Parliamentary announcement of the end of WWII hostilities in Europe, this was the first Parliamentary sitting broadcast in Australia. The recording features a description of the scene in Parliament House, Canberra, as members are called to the chamber, Speaker of the House of Representatives, John Solomon (Sol) Rosevear announces both politicians the acting Prime Minister Ben Chifley, and Leader of the Opposition, Robert Menzies. Speaking with emotion, Chifley declares that “It was with great pleasure that I announce to the House the complete defeat of Germany.” After noting the inability of Prime Minister John Curtin due to make the announcement due to illness, he details the terms of surrender, and asks everyone to “pause and remember those whose lives have been given, or whose bodies and minds have been broken that we might live. Let us remember to the men and women and children whose lives and homes were plunged into the horrors of war.” Regular Parliamentary sittings weren’t broadcast until 10 July 1946.

There is no audible ceremony on Menzies’s arrival in the room, just a short introduction by another speaker. Menzies settles at the microphone and we hear a faint rustle of his papers. In his speech, Menzies exercises his skills as a civic leader to convince the Australian people of why they must go to war. He identifies Australia with other ‘civilised nations’, in particular France and Great Britain.

The prime minister’s words are statesman-like, his voice thick and low. His English is refined and reminiscent of a time when the British Empire lived on in the voices of the Australian people. Menzies’s language is grandiose: ‘Whatever the inflamed ambitions of the German Führer may be, he will undoubtedly learn, as other great enemies of freedom have learned before, that no empire, no dominion, can be soundly established upon a basis of broken promises or dishonoured agreements.’

Menzies mostly speaks in the third person, as though he plays no personal part in the story but knows all the facts. This technique enhances the sense of objectivity and reliability of the information being given but also creates distance between the audience and the story. To overcome this disadvantage, Menzies occasionally switches to first person, personalising his views to relate to his audience: ‘Your own comments on this dreadful history will need no reinforcement by me.’

Menzies denounces the need for rhetoric but arguably uses it to support the ideal of Australia fighting for her motherland: 'There can be no doubt that where Great Britain stands, there stands the people of the entire British world. Bitter as we all feel at this wanton crime, this is not a moment for rhetoric … I know that in spite of the emotions we are all feeling, you will show that Australia is ready to see it through. May God in his mercy and compassion grant that the world may soon be delivered from this agony.’

Robert Menzies - Declaration of War (1939)

In a national broadcast Prime Minister Curtin announces that Australia is now at war with Japan.

An instrumental version of 'Advance Australia Fair’ begins the recording. It is followed by the voice of a male presenter who solemnly introduces the prime minister. Notice his standard English accent which contrasts with Curtin’s unmistakable Australian accent.

Curtin appeals directly to the listener by addressing the ‘men and women of Australia’. It was thought that Curtin was the first to use this form of address which Gough Whitlam, another ALP prime minister, adopted in tribute to Curtin. Apparently Robert Menzies, the Liberal prime minister who preceded Curtin, also used this form of address in speeches.

In the beginning of the speech Curtin details why Australia is at war and how the Allies had attempted to negotiate with Japan to avoid war. The language then becomes more emotive as he aligns the actions of Japan ‘like an assassin in the night’ with that of the approach of Hitler. He beseeches the Australian public to serve the nation which is in peril and facing its ‘darkest hour’. The inference, though not stated, is the threat of invasion. Darwin was bombed for the first time several months later on 19 February 1942. It is now thought that the Japanese were not intending to invade Australia as such, but to seize raw materials and to secure a perimeter.

Curtin aims to reassure listeners by describing the steps being taken by the Australian government to prepare and plan for ‘whatever eventuality’. Curtin exhorts the listeners to support the efforts of the government: ‘The call is to you, for your courage, your physical and mental ability, your inflexible determination that we, as a nation of free people, shall survive’.

The history of Australia as a British colony is inferred by such references to the 150 years in ‘this spacious land’ without any reference to the original inhabitants. Australia is a citadel for the ‘British-speaking’ and ‘a place where civilisation will persist’. The speech concludes with a quote from the English poet Swinburne.

Though Curtin’s early education was disrupted by frequent moves, he maintained a lifelong interest in learning. During his involvement with the Socialist Party as a young man he attended classes in literature and public speaking, both of which increased his confidence and skills in writing and giving speeches. He also had experience in journalism, starting out as a copy boy at the Age newspaper and later editing several union newspapers.

As Australia’s 4th Prime Minister, one of our Federation Prime Ministers, and Opposition Leader for eight years while Australia established itself as a nation in its own right, Sir George Reid played a significant role in our fledgling nation being a robust democracy from the start. Dr David Headon, Foundation Fellow at the ANU Australian Studies Institute, presents this lecture on Sir George Reid on the eve of the centenary of his death at Australia House in London.
 
This lecture is part of the First Eight Project, a collaborative project between the Australian Studies Institute (ANU), Australian Parliamentary Library, National Archives of Australia, National Museum of Australia, and Victorian Parliamentary Library to enliven interest in this formative period of the nation’s history.
