When the Levees Broke: A Requiem in Four Acts

 is a 2006 documentary film directed by Spike Lee about the devastation of New Orleans, Louisiana following the failure of the levees during Hurricane Katrina. It was filmed in late August and early September 2005, and premiered at the New Orleans Arena on August 16, 2006 and was first aired on HBO the following week. The television premiere aired in two parts on August 21 and 22, 2006 on HBO. It has been described by Sheila Nevins, chief of HBO's documentary unit, as "one of the most important films HBO has ever made."[1] The title is a reference to the blues tune "When the Levee Breaks" by Kansas Joe McCoy and Memphis Minnie about the Great Mississippi Flood of 1927.


Shooting for the film began three months after Hurricane Katrina hit, when Lee and his camera crew took the first of eight trips to New Orleans. They conducted interviews and taped footage for the film. Lee hoped to hear varying opinions of the storm and responses to the storm's destruction. He interviewed nearly 100 people of diverse backgrounds and opinions for his film.


It received a 2006 Peabody Award from the University of Georgia for being an "epic document of destruction and broken promises and a profound work of art" and "an uncompromising analysis of the events that precede and follow Hurricane Katrina's assault on New Orleans" that "tells the story with an unparalleled diversity of voices and sources."[7]


The film focuses on the suffering of those affected by the disaster and their will to survive. Additionally, it suggests that the disaster in New Orleans was preventable, caused by levees poorly designed by the United States Army Corps of Engineers, and the suffering afterward was compounded by failures at all levels of government, most severely at the State level. These points are in line with mainstream investigations, including the bipartisan U.S. Congressional report, 
A Failure of Initiative
, and the Army Corps of Engineers' own studies.[8][9][10][11][12][13]


Further, the flood re-exposed the deep racial fissures that the Delta society had worked hard to either smooth over or wish away. For example, Black people were forced to work in near slavery-like conditions to shore up the levees as floodwaters rose.





According to Monterey County, both the Monterey County Water Resources Agency and the California Department of Water Resources were along the levee trying to stop the flooding when the levee was breached.


Director Spike Lee's documentary, WHEN THE LEVEES BROKE: A REQUIEM IN FOUR ACTS, is a harrowing, vivid documentation of the lives of the people affected by Hurricane Katrina in New Orleans. Over four hours, the film uses home video footage, news broadcasts, and interviews with regular people, actors, politicians, and musicians to piece together a living history of the hurricane and the flood caused by inadequate levees and poor government response. There's the man who struggled to get his elderly mom to the Superdome only to watch her die in the heat waiting for buses to arrive. There's the mother who must bury her little girl. There's the police chief, so overwhelmed with his own grief and fear about the safety of his own daughter, who tells people that babies are being raped in the Superdome. Because this is a Spike Lee joint, this documentary is also incendiary, sharing the theories of the city's largely African-American population that the government destroyed the levees in the poor black neighborhood of the Lower Ninth Ward to save richer neighborhoods. It also shares the city's rich African-American history and explains how traumatic it is for African Americans to be torn from their home after generations of their families were ripped apart by slavery.

Nitrogen deposition acts as a fertilizer and promote the growth of algae in lakes, rivers, and estuaries, creating eutrophic conditions that kill submerged aquatic vegetation. In some places, such as the Chesapeake Bay, eutrophication threatens commercial fishing as well as recreational pursuits.


The use of such incentive-based approaches is growing not only here, but abroad. International policy discussions on global climate change include taxes on carbon emissions and the use of marketable permits. Similar approaches to getting prices right in managing water quality and waste, as in our examples above, are likely to discourage environmentally harmful uses of these resources and further encourage use of new technologies in managing them.

Multistage rockets are capable of attaining escape velocity from Earth and therefore can achieve unlimited maximum altitude. Compared with airbreathing engines, rockets are lightweight and powerful and capable of generating large accelerations. To control their flight, rockets rely on momentum, airfoils, auxiliary reaction engines, gimballed thrust, momentum wheels, deflection of the exhaust stream, propellant flow, spin, or gravity.


Rockets for military and recreational uses date back to at least 13th-century China.[3] Significant scientific, interplanetary and industrial use did not occur until the 20th century, when rocketry was the enabling technology for the Space Age, including setting foot on the Moon. Rockets are now used for fireworks, missiles and other weaponry, ejection seats, launch vehicles for artificial satellites, human spaceflight, and space exploration.


Chemical rockets are the most common type of high power rocket, typically creating a high speed exhaust by the combustion of fuel with an oxidizer. The stored propellant can be a simple pressurized gas or a single liquid fuel that disassociates in the presence of a catalyst (monopropellant), two liquids that spontaneously react on contact (hypergolic propellants), two liquids that must be ignited to react (like kerosene (RP1) and liquid oxygen, used in most liquid-propellant rockets), a solid combination of fuel with oxidizer (solid fuel), or solid fuel with liquid or gaseous oxidizer (hybrid propellant system). Chemical rockets store a large amount of energy in an easily released form, and can be very dangerous. However, careful design, testing, construction and use minimizes risks.[

In China, gunpowder-powered rockets evolved in medieval China under the Song dynasty by the 13th century. They also developed an early form of multiple rocket launcher during this time. The Mongols adopted Chinese rocket technology and the invention spread via the Mongol invasions to the Middle East and to Europe in the mid-13th century.[4] According to Joseph Needham, the Song navy used rockets in a military exercise dated to 1245. Internal-combustion rocket propulsion is mentioned in a reference to 1264, recording that the "ground-rat", a type of firework, had frightened the Empress-Mother Gongsheng at a feast held in her honor by her son the Emperor Lizong.[5] Subsequently, rockets are included in the military treatise 
Huolongjing
, also known as the Fire Drake Manual, written by the Chinese artillery officer Jiao Yu in the mid-14th century. This text mentions the first known multistage rocket, the 'fire-dragon issuing from the water' (Huo long chu shui), thought to have been used by the Chinese navy.[6]


Medieval and early modern rockets were used militarily as incendiary weapons in sieges. Between 1270 and 1280, Hasan al-Rammah wrote 
al-furusiyyah wa al-manasib al-harbiyya

), which included 107 gunpowder recipes, 22 of them for rockets.[7][8] In Europe, Roger Bacon mentioned firecrackers made in various parts of the world in the

 of 1267. Between 1280 and 1300, the Liber Ignium gave instructions for constructing devices that are similar to firecrackers based on second hand accounts.[9] Konrad Kyeser described rockets in his military treatise 
Bellifortis
 around 1405.[10]
