On June 10th, 2006 three men detained at Guantanamo bay stuffed rags down their throats, bound their own hands and somehow hung themselves in their separate cells. That's the government's version of the events. That doesn't make much sense to Scott Horton. It didn't when he first reported on the case in  2010's Harper's article "The Guantánamo 'Suicides,'" and four years later, he's digging new holes in the government's version of the events.

Scott talks with Chuck about his new Harper's article  "The Guantánamo 'Suicides,' Revisited," new evidence linking the Obama administration and the CIA to a coverup of the deaths and why government secrecy blocks public discussions about detainment and security.

Graphic new details of the post-9/11 U.S. torture program came to light Tuesday when the Senate Intelligence Committee released a 500-page summary of its investigation into the CIA with key parts redacted. The report concludes that the intelligence agency failed to disrupt a single plot despite torturing al-Qaeda and other captives in secret prisons worldwide between 2002 and 2006, and details a list of torture methods used on prisoners, including waterboarding, sexual threats with broomsticks, and medically unnecessary "rectal feeding." The report also confirms the CIA ran black sites in Afghanistan, Lithuania, Romania, Poland, Thailand, and a secret site on the Guantánamo Naval Base known as Strawberry Fields. So far no one involved in the CIA interrogation program has been charged with a crime except the whistleblower John Kiriakou. In 2007, he became the first person with direct knowledge of the program to publicly reveal its existence. He is now serving a 30-month sentence. We speak with Reed Brody, counsel and spokesperson for Human Rights Watch, who has written several reports on prisoner mistreatment in the war on terror, including a 2011 report which called for a criminal investigation of senior Bush administration officials. As a psychologist identified as the "architect" of the CIA's torture program admits he personally waterboarded Khalid Sheikh Mohammed, we look at allegations that the American Psychological Association -- the largest association of psychologists in the world -- secretly colluded with U.S. abuses. Speaking to Vice News, retired Air Force psychologist James Mitchell confirmed for the first time he personally waterboarded Khalid Sheikh Mohammed. Mitchell was hired to help create the interrogation program along with his partner, Dr. Bruce Jessen. The Senate report says Mitchell and Jessen were paid $81 million to help design the CIA’s torture methods, including some of the most abusive tactics. The Senate's findings come as the American Psychological Association has launched a review to determine whether its leadership also played a role in CIA torture. The APA's probe was prompted by revelations from Pulitzer Prize-winning New York Times investigative reporter James Risen. In his new book, "Pay Any Price," Risen reveals how after the Abu Ghraib torture scandal, the APA formed a task force that enabled the continued role of psychologists in the torture program. There has been a deep division within the APA's policy on interrogations for years. Unlike the American Medical Association and the American Psychiatric Association, the APA never prohibited its members from being involved in interrogations. After Duo Created CIA Torture Methods, Did World's Largest Group of Psychologists Enable Abuses?

At least nine Pakistanis were killed Sunday in a U.S. drone strike in North Waziristan, the first reported drone strike of 2015. News accounts of the strike are based on unnamed Pakistani government and security officials. The Obama administration has said nothing so far. For years, the United States did not even publicly acknowledge the existence of the drone strikes. The drone program is just one example of the national security state's reliance on secret operations. The recent Senate Intelligence Committee report revealed another example: the shadowy network of overseas CIA black sites where the United States held and tortured prisoners. The report also noted the CIA shrouded itself in a cloak of secrecy keeping policymakers largely in the dark about the brutality of its detainee interrogations. The agency reportedly deceived the White House, the National Security Council, the Justice Department and Congress about the efficacy of its controversial interrogation techniques. From Drone Strikes to Black Sites, How U.S. Foreign Policy Runs Under a Cloak of Secrecy

A former Guantánamo Bay interrogator involved in torture was also a longtime Chicago police officer known for abusing people of color. According to The Guardian, Richard Zuley spent three decades as a notoriously brutal detective on the Chicago police force. From 1977 to 2007, Zuley used tactics including torture, threats and abuse to elicit confessions from suspects, the majority of whom were not white. One of those confessions was later ruled to be false, and the sentence was vacated. Zuley's methods included shackling suspects to walls through eyebolts for several hours, allegedly planting evidence, and issuing threats of harm to family members and sentences of the death penalty unless a suspect confessed. Zuley was also accused of brutal methods at Guantánamo Bay, where he was a reserve officer in charge of interrogating a prisoner who said he made a false confession due to torture.  The Guardian report comes just after the notorious Chicago police commander Jon Burge was released from a halfway house after he served four-and-a-half years for lying under oath about torturing prisoners in Chicago in the 1970s and 1980s. Exporting Torture: Former Chicago Police Detective Tied to Brutality at Guantánamo

Earlier this month, the Chicago City Council approved a $5.5 million reparations fund for victims of police torture. More than 200 people, most of them African-American, were tortured under the reign of Chicago Police Commander Jon Burge from 1972 to 1991. Tactics included electric shocks and suffocation. The reparations package will provide free city college tuition for victims and relatives, counseling services, a memorial to victims, inclusion of Burge’s actions in the school curriculum, and a formal apology. We are joined by two guests: Flint Taylor, a founding partner at the People’s Law Office who has represented survivors of police torture for more than 25 years, and Darrell Cannon, a former prisoner who spent more than 20 years behind bars after being tortured into confessing to a crime he didn’t commit. Prosecutors dismissed Cannon’s case in 2004, and he was released three years later. Today marks two years since Kalief Browder took his own life in 2015 at the age of 22, after being held in jail for nearly three years without trial for a crime he did not commit.

In November, we spoke with Akeem Browder, Kalief’s older brother. He is the founder of the Campaign to Shut Down Rikers. Today we share a second part of his interview that has never been broadcast before. We spoke with him shortly after his family held a memorial service for Venida Browder, who died "of a broken heart" 16 months after her son hanged himself in his Bronx home.

Kalief was just 16 years old in 2010 when he was sent to Rikers Island jail in New York City on suspicion of stealing a backpack. He always maintained his innocence and demanded a trial. Instead, he spent the next nearly three years at Rikers—nearly 800 days of that time in solitary confinement. Near the end of his time in jail, the judge offered to sentence him to time served if he entered a guilty plea, and told him he could face 15 years in prison if he went to trial and was convicted. Kalief still refused to accept the plea deal. He was only released when the case was dismissed. While in Rikers, Kalief was repeatedly assaulted by guards and other prisoners. His brother explains in this interview that he was repeatedly denied food by guards while he was in solitary confinement.

Nonsworn personnel by 24,000. In 1992 to 2008, the growth rate for civilian personnel was double that of sworn personnel. Tyrants all.
