In Undertale: Ultimate Randomizer, Ice Cap, or in this case, their Ice form, replaces Flowey, but not Photoshop Flowey or Asriel. They're pretty much a stationary block of ice that just kind of... melts. And then appears somewhere else. No one is sure if it's even sentient. 

The starting area is replaced by Hotland, or more technically a volcanic valley that leads into the Underground.
