In this public event, Laura Gilbert, Director of Data Science in Number 10 Downing Street, and joint Chief Analyst for the Cabinet Office, shares her experiences of data, analysis, innovation, and adventures in rapid prototyping in central government. She discusses the potential benefits in unlocking government data, and how to achieve it.

This event celebrates the launch of MPA in Data Science for Public Policy programme. The MPA-DSPP is a two-year degree programme designed to equip professionals with the core quantitative, technical and analytical tools to address modern policy challenges in a world of big data and rapid technological change.

Laura Gilbert is the Director of Data Science in Number 10 Downing Street, and joint Chief Analyst for the Cabinet Office. Her teams provides fast-paced modelling and analysis to support policy making and delivery, and rapid prototyping to speed up government innovation. She also runs a broader radical transformation agenda promoting the better use of evidence, data and technology in government decision making.  She is currently running a program of innovation and digitisation in central government including rolling out close-to-free infrastructure for data sharing to speed up modernisation (Project rAPId)  and a program called Evidence House that relies on 700 volunteers (and growing) to deliver a combination of radial upskilling and home-grown AI solutions into public services.

Alexander Evans (@aiaevans) is Professor in Practice of Public Policy at LSE and the inaugural Programme Director of the MPA in Data Science for Public Policy. He is a former adviser to the Prime Minister in 10 Downing Street and Director Cyber at the Foreign Office where he was the U.K.’s chief international cyber policy negotiator. He has served as Strategy Director in the Cabinet Office which included overseeing the Government Strategic Management Office responsible for data analytics. He has also led a U.N. Security Council expert mission and served as a senior adviser at the U.S. Department of State.

LSE: The Ballpark | AI, social media, and political disinformation with Dr Josephine Lukito

In August 2025, the Shanghai Cooperation Organization held its 25th annual summit in Tianjin, China, with the country’s leader Xi Jinping, hosting representatives from more than 20 countries including Russia’s Vladimir Putin and India’s Narendra Modi. The absence of the United States in this gathering of global leaders may tell us about how China is competing with the US and building its own global order.

To discuss China’s strategic competition with the US, and how it is evolving under the Trump administration, in September 2025, the Phelan US Centre spoke to Professor Evan Medeiros, the Penner Family Chair in Asian Studies and the Cling Family Senior Fellow in US-China Relations at Georgetown University.

Will AI free us from work?

US President Donald Trump has a massive impact on global politics from potential peace settlements in Ukraine to global tariffs, the military intervention in Iran, the viability of a common climate change agenda and far beyond. At the same time, he is also a highly interventionist president within the United States.

Analysts regularly focus on the ad-hoc character of his interventions and his assumed dependence on last minute influences and sudden mood changes. This creates the impression that actions are largely unforeseeable and therefore cannot be prepared for.

During this talk, it is argued on the contrary that, behind the seemingly chaotic daily events, there are well reflected strategic changes of US policy that can be known and allow for reflected policy responses: the 10 revolutions of Donald Trump.

Meet our speaker and chair
Klaus Welle is Visiting Professor in Practice at the LSE European Institute. He was previously Secretary General of the European Parliament from 2009 to 2022. His previous roles in Brussels include serving as chief of staff to the President of the European Parliament, as Director General for EU Internal Policies in the Parliament's administration, and as Secretary General successively of the European People's Party (EPP) transnational political party and of the EPP political group in the European Parliament.

Kevin Featherstone is Emeritus Professor (European Institute) and Professorial Research Fellow in the Hellenic Observatory at LSE. He was Director of the Hellenic Observatory from 2002 to 2024. He has held visiting positions at the University of Minnesota; New York University; Harvard University; and, the European University Institute (Firenze). Before LSE, he held academic posts at the universities of Stirling and Bradford.

Trump's ten revolutions: the remaking of politics in the West

The last three decades have seen China’s economic rise. Alongside this, China has become much more influential on the global stage, emerging as a competitor to the United States in many arenas, including as a technology and innovation leader. China has accomplished all this while continuing to be an authoritarian state, which is at odds with many conventional ideas about the relationship between autocracies and technology. 

To discuss China’s technological rise in the context of its autocratic government, in October 2025 the Phelan US Centre spoke to Dr Jennifer Lind, Associate Professor of Government at Dartmouth College and a leading expert on the international relations of East Asia, about her new book, Autocracy 2.0 How China's Rise Reinvented Tyranny.

LSE: The Ballpark | Autocracy 2.0: How China’s Rise Reinvented Tyranny with Dr Jennifer Lind

The extraordinary development of international justice over the past century and in recent years has ushered in the norm of non-impunity, even for the world's strongmen. Some argue, however, that the system is now broken and that things are going backwards.

Many of the worst crimes – in Ukraine, Gaza, and elsewhere -- remain unpunished. Steve Crawshaw, author of Prosecuting the Powerful: War Crimes and the Battle for Justice, in conversation with Denisa Kostovicova, addresses the challenges and ways forward.

Steve Crawshaw is former UK director at Human Rights Watch, former director of the Office of the Secretary-General at Amnesty International and former chief foreign correspondent at the Independent. He is the author of books on Russia, Germany, and creative protest. His latest book, Prosecuting the Powerful (Bridge Street Press) was published in February 2025.

Denisa Kostovicova (@DenisaKost) is Professor of Global Politics at the LSE European Institute. She is a leading scholar of conflict and peace processes, and the author of Reconciliation by Stealth: How People Talk about War Crimes and Kosovo: The Politics of Identity and Space. Professor Kostovicova has also edited a number of volumes on post-conflict reconciliation, justice and civil society. Professor Kostovicova’s award-winning academic research has informed policy making at the EU, UN, and in the UK.

Prosecuting the powerful: confronting the challenges of international justice

As long as there has been photographic and video imagery, there have been manipulated videos and photos. But only in the last decade or so have the public become aware of what are known as “deepfakes”, computer or AI generated fake images, often of celebrities. The spread of deepfake imagery raises questions about truth and authenticity online – can we still trust what we see on screen?

To discuss deepfakes, and the idea of trust and authenticity in the digital sphere more broadly, the Phelan US Centre spoke to Dr Gili Vidan, Assistant Professor of Information Science at Cornell University’s Ann S. Bowers College of Computing and Information Science.

LSE: The Ballpark | AI and deepfakes with Dr Gili Vidan

It seems every week we hear a new report of a cyber-attack. Recent examples include the hacks on Marks and Spencer's, Jaguar Land Rover, and the Co-op, all causing massive economic disruption.    

While these attacks seem to have come from cyber criminals working within the UK rather than other nation states, they highlight the destruction that cyber-attacks can wreak. What if those attacks were on our critical infrastructure? Our national grid? Our water supply? Is the UK prepared? 

Charlotte Kelloway meets former Director of Operations and Intelligence for the British Secret Intelligence Service (MI6), Nigel Inkster, who discusses when a cyber-attack could constitute a declaration of war.  

She also talks to former Director Cyber in the Foreign Office and Associate Dean for Strategic Development at the LSE School of Public Policy Professor Alexander Evans about what the UK is doing defensively and offensively to prevent cyber-attacks.  

Dr Lauren Sukin from Nuffield College at the University of Oxford explains why there is a lack of regulation in the cyberwar space and explores if depictions of cyberwar in the media are realistic.
