A secondary idea emerges in D minor, characterized by staccato winds and march-like brass interjections. This passage suggests external struggle: structured, rhythmic, yet tense like a battle held beneath strict discipline.
The development section is expansive, modulating through unexpected keys—B♭ minor, C minor, E minor as earlier motifs fragment, collide, and reform in contrapuntal layers. Tension mounts through rhythmic acceleration and harmonic instability.
The recapitulation doesn’t offer closure it magnifies the drama. The fugue theme returns in double tempo, now reinforced by the full orchestra in a final burst of defiance. The movement ends abruptly, on a fierce G minor chord, without resolution deliberately unresolved, echoing the storm that opened the symphony.
