MANIC SETS ON FIRE

Ze was nog maar drie weken Kamerlid toen Leonie Vestering een amendement indiende met verstrekkende gevolgen voor de Nederlandse veehouderij. Wonder boven wonder ging de meerderheid van de Tweede Kamer akkoord. Zelfs JA21, de PVV en Forum voor Democratie stemden in, al zei de laatste partij achteraf dat het per ongeluk was gegaan. Een paar weken later werd de wet, inclusief het amendement-Vestering, unaniem aangenomen door de Eerste Kamer, en op 21 juni 2021 volgde publicatie in het Staatsblad.

Wat nu alleen nog miste, was de handtekening van de minister. Maar die kwam niet. Op het ministerie van Landbouw beseften de ambtenaren namelijk wat de consequenties waren van het amendement: dit legde een bom onder de hele veehouderij.

Want wat stond er in het amendement? Het waren slechts een paar, ogenschijnlijk onschuldige zinnen: Aan artikel 2.1, eerste lid, wordt een zin toegevoegd, luidende: Onder een redelijk doel wordt in elk geval niet begrepen het kunnen houden van dieren in een bepaald houderijsysteem of een bepaalde wijze van huisvesting.

'Redelijk doel' – het zijn twee cruciale woorden in de Nederlandse dierenwetgeving. Je mag namelijk geen dorst, honger, pijn, verwonding, ziektes, angst of chronische stress veroorzaken bij dieren, en ze ook niet beperken in hun natuurlijke gedrag, tenzij – en hier komt het – je 'een redelijk doel' hebt.

Maar wat is een 'redelijk doel'? Is de grootschalige productie van vlees en zuivel een redelijk doel? En welke prijs mogen dieren daarvoor betalen? In de toelichting van het amendement-Vestering lezen we 'dat het na 2022 niet langer is toegestaan om een dier pijn te doen of bij een dier letsel te veroorzaken, dan wel de gezondheid of het welzijn van het dier te benadelen met als doel om het dier op een bepaalde manier te kunnen huisvesten.'

Zie hier: de reden waarom de ambtenaren in paniek waren. Die 'bepaalde manier van huisvesten' geldt namelijk voor zo ongeveer de gehele veehouderij. Vrijwel alle veedieren worden voortdurend beperkt in hun natuurlijke gedrag, zodat ze kunnen worden gehouden in grote stallen. Dieren wordt systematisch letsel toegebracht en pijn gedaan zodat ze dicht op elkaar kunnen staan. De staarten van varkens worden afgeknipt, kalfjes komen nooit buiten, eendjes zwemmen nooit in het water (tenzij ze worden geëlektrocuteerd in het elektrocutiebad), en ga zo maar door. Zonder dit soort 'houderijsystemen' (lees: bio-industrie) zouden we allemaal véél minder vlees en zuivel kunnen consumeren.

De grote vraag is dus: had de Tweede Kamer wel door waar ze mee instemde toen ze akkoord ging met het amendement-Vestering? Eén ding is zeker: het amendement legt op pijnlijke wijze de spagaat bloot waarin we bijna allemaal zitten. Enerzijds willen we lekker veel vlees eten (bijna 40 kilogram per persoon per jaar), anderzijds willen we van onszelf geloven dat we goed omgaan met dieren. Maar wat als het niet allebei kan?

Daar hebben het over met niemand minder dan Leonie Vestering zelf.
