In de toeslagenaffaire werden jaren aan kinderopvangtoeslagen teruggevorderd, tienduizenden families vermalen door de overheid. Relaties liepen op de klippen, banen raakten verloren, levens werden verwoest. 
In een thriller van een reconstructie gaat correspondent Jesse Frederik na hoe de toeslagenaffaire heeft kunnen gebeuren. Hij vond geen schurken, maar ontdekte: vrijwel iedereen – ministers, Kamerleden, ambtenaren, journalisten – deed wat je van ze zou verwachten, en juist daardoor liep alles mis.
