2054 AD in Washington D.C. 

Ed Witwer, the young, intelligent officer meets Commissioner Anderton at the extremely successful Precrime department. Ed will support and one day eventually take over the job of the department chief. Thanks to Precrime there has been practically no murder or other serious crime the last six years in Washington. Three charismatic human beings called precogs foresee every crime that is going to be committed in the near future. Very soon however they suspect Anderton of committing a murder. He flees in panic, believing it must be a complot against him since he has no reason to kill anybody. Ed Witwer hunts Anderton and the Commissioner realizes the target behind the complot is Precrime. There is only one way he can prevent the destruction of the department: he must indeed fulfill the prophecy.
