clarification regarding verse 11: The main idea is that God doesn’t punish for the sake of punishment because He is angry. He says "I have no pleasure in the death of a sinner" (Ezekiel 18:23). God is actively working. He is not passive. God intervenes and punishes in order to end evil or to prevent it from spreading, after a long period of patience. God's anger (aka wrath) is against the sin and the death hurting His creation. Punishment and consequence carry different connotations but are, in a way, two sides of the same coin. The important thing to remember though is that a consequence or punishment coming from God is meant to push us towards repentance and salvation.
