In this episode we talk with Michael Stocker about the impact sounds in our oceans have on all marine life (including low to mid-frequency sonar, shipping traffic, and blasting). Michael is founding director of Ocean Conservation Research (Sound Science Serving the Sea), where he uses his fluency in bio-acoustics to explore the impacts of noise on ocean animals to inform ocean policy and practice toward decreasing human bio-acoustic impacts on marine habitats.

Ocean Conservation Research is focused on understanding the energy and noise impacts of the industrialization of the ocean, and its consequences on marine life. They engage in marine biological and technological research based on conservation priorities. They use the products of this research to inform the policies and practice of the public, industry, and lawmakers so that we may all become stewards of the sea.

Michael is an acoustician and naturalist by trade and a musician by avocation, he has written and spoken about marine bio-acoustics and the impacts ocean noise pollution on marine life since 1992, presenting in national and regional hearings, National/Int’l TV, radio and news publications, as well as museums, schools, and universities. His understanding of both physics and biology has proven invaluable in court testimony and legal briefs, defending the environment against the dangers of human generated noise in the sea.

Michael has been a panelist and presenter at various professional, trade, and technical conferences, presenting on bio-acoustics and technology. 
He has advised and designed environments and technical online systems for a diverse array of clients including the U.S. National Holocaust Museum in Washington D.C., George Lucas’ “Skywalker Ranch,” and various premier Hollywood sound and film studios.

And as a member of the American National Standards Institute (ANSI) bio-acoustics committee, and an ANSI delegate to the International Standards Organization (ISO) committee on Underwater Acoustics, Michael has been developing more accurate methods of assessing and expressing the dimensions of the marine acoustic environment and the impacts of noise on marine habitats.

Michael’s book 'Hear Where We Are : Sound, Ecology, and Sense of Place' (Springer 2013) is an assembly of ideas and understandings of human and animal sound perception.

The final meeting to negotiate the global plastics treaty is coming up this winter. But if you’ve listened to previous episodes of our series, you know that little progress had been made in the first three INCs. At the negotiations in Uruguay, France, and Kenya, strategic games were played. They held up the process and sabotaged the road to an ambitious and binding treaty.
Now, in the run-up to the final round of negotiations in November and December in the city of Busan, in Korea - the INC-5 - we’re taking a closer look at what happened last in Ottawa. And who else could explain the INC-4 better than Magnus Løvold? He’s an expert in international treaties from the Norwegian Academy of International Law, and has attended all the meetings in person.

Aeon for Ocean - 14 Year Old Aeon Empowers Peers Helps Teachers with Ocean Topics

Howie talks with Resilient Earth Radio about how they got started, what their scope is, and to keep an eye out for a new documentary about the Snake River in which he participates. He will be presenting on the next annual Ocean Life Symposium Friday October 18 (airs live 9am-2pm Pacific on both public radio and YouTube) which is produced by the producers and hosts of Resilient Earth Radio.

Why are sightings important? 

The Southern Resident orcas' steep population decline reflects declining salmon runs, toxic contamination, and habitat loss throughout their critical habitat. Contributing whale sightings builds a community that cares about these precious whales, and informs and motivates involvement to restore salmon runs and protect whales and their essential habitats. Reports also document travel patterns and trends in habitat use.

ABOUT "HOWIE" GARRETT
Howard grew up in Northern California, studied Sociology at the University of New Mexico and UC Berkeley before graduating from Colorado College. In 1995, he helped launch a campaign to return the captive Southern Resident orca Tokitae to her native habitat in the Salish Sea. His primary focus is the sophisticated cultural capabilities demonstrated by Orcinus orca. 

In 1980, his brother Ken Balcomb invited Howard to assist with his ORCA SURVEY photo-ID research on San Juan Island. From his first encounters with orcas, he knew he'd had found his life’s work. In the Summer of 2022, he joined the the Center for Whale Research board as VP, then became Board Chair when his brother Ken (founder and senior scientist), passed away that Decemberan.

***Sept 2023 article by the Orcasonian: Emmy Award winning journalist (John Carlos Frey - Gatekeeper Productions) to investigate root causes of critically endangered Southern Resident Orcas continuing decline

Despite protections from the Endangered Species Act and the Marine Mammal Protection Act, the population of Southern Resident Orcas continues to decline – now at 75. Lack of chinook salmon, the orcas’ primary prey, limits the Southern Residents’ ability to survive. Studies from the National Oceanic and Atmospheric Administration (NOAA) and approval from the Biden administration point in one direction. Breaching the four Lower Snake River Dams will increase the chinook salmon population, which will help the orcas survive.

“It appears those in charge of maintaining the Lower Snake River dams are complicit in driving the extinction of both salmon and Southern Resident Orcas. Officials are dragging their feet or flat-out denying science.” says Frey.

Frey has produced reports and films for most national news media outlets and has a proven track record. His dogged investigations have helped empanel Grand Juries, expose corrupt law enforcement and reveal fraud and abuse within governments. Frey claims the mainstream media is failing, so Gatekeeper Productions, Frey’s own production company, raised over $500K with a GoFundMe CAMPAIGN to produce a full-length documentary feature film to investigate and expose the reasons and people behind the lack of progress in breaching the Lower Snake River Dams.
