"Baltimore pioneered structural housing segregation along racial lines for the entire country. We were the first to institute the policies to make containment in districts a reality. These political decisions to push Black people into certain underserved and abused neighborhoods still find a home in the city's landscape today. Because resources continue to funnel into historically well-to-do areas, Baltimore has literally become a butterfly. Clusters of neighborhoods in East and West Baltimore sit as underprivileged wings on the sides of a "White L" that represent the most cherished and abundant districts." -Tariq Touré
