Muffet's spider family are the Temmie replacements. The spiders have made themselves a home in Waterfall, as Snowdin proved to be too cold for them, as most of them would perish to the cold. (Muffet's just built different.)

The spiders are also, to put it rather bluntly, a bunch of elitist pricks. They've taken up a more posh manner of speaking, and they claim to be better than the people in the shopping district, or even better than their own mother at making pastries.
