[* Papyrus straightens up, trying to appear confident, but there's a noticeable hint of sadness in his eyes.]

* YOU'VE BESTED ME ONCE AGAIN, HUMAN. YOUR SKILLS... THEY ARE TRULY IMPRESSIVE. SIGH... I THOUGHT I COULD CAPTURE YOU, BUT IT SEEMS FATE HAS OTHER PLANS.

[* He looks away, almost wistfully.]

* YOU KNOW, DESPITE EVERYTHING, I'VE GROWN... FOND OF OUR ENCOUNTERS. YOUR DETERMINATION, YOUR SPIRIT... IT'S INSPIRING! AND YET, EVERY TIME YOU LEAVE, IT FEELS LIKE I'M LOSING A FRIEND.

[* Papyrus shakes his head, trying to snap out of his melancholy.]

Flowey takes Papyrus's role. She's got herself her own radio program and filled it with "controversial" and "edgy" opinions which feebleminded sheeple can't handle (okay, glorified conspiracy theories). She isn't very well liked by the masses, or by the monarchy, yet somehow nobody's been able to catch her. She'll show them all the TRUE meaning of this world... Even if nobody wants to hear it.

Flowey, at this point, has been spared and talked out of trying to destroy the entire world. It sounds a lot better in theory than it does in practice. After reaching out in such a way, Chara is now someone who she considers a genuine friend. Someone who genuinely understands the pain she's gone through. Someone who genuinely wants to help her.

Congratulations! Flowey has now broken into a private government compound, and now has access to exactly the means she requires to spread all of her messaging to every single soul underground. Chara's her talkshow co-host, so they get to choose topics, and if they agree or not, and basically just end up 'yes, and'ing a bunch of Flowey's nonsense. 

And now, she can finally be heard.
