This special Denis Winston memorial lecture, delivered by Dr Caroline Butler-Bowdon, State Librarian and award-winning author and curator, celebrates our crucial public infrastructure as the cornerstone of public and democratic life. 

The keynote address is followed by an eminent panel conversation between Dr Rob Stokes, former Minister for Planning and Public Spaces, and Professor Jennifer Barrett, Professor in Museum Studies and Pro-Vice Chancellor Indigenous at the University of Sydney.

Professor Mary Kaldor will introduce the concept of global security cultures in order to explain why we get stuck in certain ways of doing security. She argues that, in contrast to the Cold War period when there was one dominant security culture based on military forces and states, nowadays there are several competing cultures including Geopolitics, New Wars, the Liberal Peace and the War on Terror. She will discuss the contradictions, dilemmas and experiments that might open up alternative pathways.

Saudi teen Rahaf al Qunun captured world attention when she barricaded herself in a Bangkok hotel room and claimed asylum. Within days, the UN refugee agency (UNHCR) had determined she was a refugee and Canada rapidly offered to resettle her.

Between 2015 and 2017, Australia resettled a ‘special intake’ of 12,000 Syrian and Iraqi refugees. This was a different, but no less important, emergency resettlement response to pressing humanitarian needs.

Both these cases show how countries can help refugees in urgent need of protection, thereby demonstrating international solidarity and responsibility-sharing.
