Etho is Alphys. He has a literal redstone lab on Entertainment Mountain, which also serves as the crossroads to access the rest of Limteria (the Hotland replacement, see OST 047 for more). While Cleo, BDubs and Scar frequent Etho's lab, as it's also the Clockers' base, there's also...another visitor there too. And the reason Mumbo is Napstablook in the first place...
There is indeed a True Lab replacement. You will see...as for Etho's Dishwasher? Well, they're the Temmies.

Alphys takes the role of Sans (If you couldn't already tell). She works as an inventor for The Plant (The Snowdin Forest Repalcement). She's slightly more confident due to being roommates with Undyne but still shy and a total nerd. Despite that, she's an ally through and through (assuming you don't do anything bad).
