Idag, 40 år senare är hiv, med rätt behandling, en kronisk sjukdom som man kan leva med, utan risk för smittspridning. Under hela den här perioden har arbetet mot hiv varit en stor och viktig del av det svenska biståndet. 
Under senare år har vi haft ytterligare en global hälsokris, covid-pandemin, som har haft mycket stora, både direkta och indirekta, konsekvenser för enskilda människor runtom i världen. Bland annat ökade fattigdomen drastiskt under pandemin. Covids konsekvenser kommer att vara en viktig utgångspunkt för det svenska biståndet under lång tid framöver. Och samtidigt finns hela tiden risken för nya epidemier och pandemier, som riskerar människors hälsa och välstånd världen över.
I detta avsnitt av EBA-podden pratar vi om pandemier och epidemier och biståndets roll. Vilka lärdomar kan vi dra av det långa hiv-biståndet och den senaste covid-pandemin. Númi Östlund från EBA talar med två experter på folkhälsa och bistånd: Malin Ahrne, utredningssekreterare på EBA och Anders Tegnell, statsepidemiolog under covid-pandemin och nu senior rådgivare på Folkhälsomyndigheten.

Etwas mehr als vier Jahre ist es nun her, dass wir mit der Covid19-Pandemie konfrontiert waren, Jens Spahn zum Krisen-Minister wurde und plötzlich Virologen und Epidemiologen sich tagtäglich als Protagonisten in Pressekonferenzen und Talkshows wiederfanden. Die Zeit war geprägt von einer Achterbahnfahrt aus Restriktionen und Lockerungen – in einem föderalen Flickenteppich mit einem Wettstreit der Ministerpräsidenten. Die resultierende gesellschaftliche Spaltung sitzt tief und obwohl die Politik die Pandemie im Frühjahr 2023 offiziell für beendet erklärt hat, bleiben Enttäuschungen, Vorwürfe und Verschwörungstheorien. Auch wenn viele Bürger diese Erlebnisse gerne vergessen wollen und neue Krisen die Tagesordnung bestimmen, so ist doch klar, dass eine Aufarbeitung nicht nur aussteht, sondern wertvoll für die Gesellschaft wäre. Der heutige Gesundheitsminister Karl Lauterbach bekräftigt dies und sieht das Parlament auf dem Fahrersitz, nicht die Bundesregierung. Sein Vorgänger Spahn hat dagegen seine ambivalente Rolle, vor allem das milliardenschwere Maskendebakel, anscheinend schon vollumfänglich verdrängt und tritt heute als forscher Oppositions-Pitbull auf.

In dieser Gemengelage, in der eine proaktive parlamentarische Aufarbeitung -auch um für die Zukunft zu lernen und besser zu werden- noch nicht wirklich in Sicht ist, tauchen umfänglich geschwärzte Akten des Robert-Koch-Instituts auf. Eingeklagt nach dem Informationsfreiheitsgesetz von einem eher unbekannten Onlinemedium und sogleich Steilvorlage für alle Kritiker der damaligen Coronapolitik. Diese Kritiker wiederum sind heterogener als Impfgegner und Querdenker. Es gibt für jede der damaligen Maßnahmen gleich mehrere Seiten der Medaille, Befürworter und Kritiker. In allen Schattierungen. Und auch diejenigen, die anerkennen, dass in der Ausnahmesituation Politik und Wissenschaft ihre Rolle finden mussten, Fehler passieren können und jeder sein Bestes versucht hat, sind interessiert daran zu erfahren, wie damals in den Gremien diskutiert wurde. Karl Lauterbach hat das RKI formell für die Schwärzungen in Schutz genommen, verspricht aber zeitnah eine deutlich entschwärztere Variante. Es gilt kein weiteres Vertrauen aufs Spiel zu setzen und nicht wieder in eine Defensive zu geraten. Egal, ob die Akten wirklich zum Skandal dienen oder sich die Verdachtsmomente der Kritiker als Luftnummer entpuppen. Blockieren und Wegducken ist keine gute Idee.

The contributions were gathered from people across Exeter in January 2025. They were collected and edited by David Tollerton using a model devised by Alec Finlay and Joe Brainard. The audiobook is read by Leah Lawford.

They are varied in their emotions and content, and some may be difficult to hear. But we think that they’re so important to be shared.

The project is tied to the fifth anniversary of the first lockdown, and associated with the rededication of a memorial tree and plaque in Northernhay Gardens. The rededication ceremony took place on 23 March 2025.
