Recorded in South London on 27/12/2024 using a Quansheng UV-K5 and an N28 audio recorder, this is spurious radio emissions from peoples electronics inside buildings, including HDMI cables, TVs, monitors, power supplies, etc the frequency was 445.05 MHz, a known harmonic of modern electronics.

The creepy doppler shift and fading is caused by the fact it was recorded from a moving car.
