In May 2024, NIJ/NIST released a Human Factors and Forensic DNA Interpretation report.  (The) Niki Osborne, Ph.D., the project lead and contractor for NIST (Natl Institute of Standards and Technology) describes how the project came to be and how NIST selected the Expert Working Group (EWG).  Then, two members of the EWG, Jarrah Kennedy, Assistant DNA Supervisor, Kansas City Police Crime Laboratory, and Michelle Madrid, DNA Technical Leader, Los Angeles County Sheriff’s Department, discuss the various recommendations in the report.  The group covers all sorts of fun topics within DNA discipline such bias, new software and computational approaches, activity level, implementation, enforcement, and so forth.  The episode ends with Niki and Glenn discussing other disciplines and future reports.

The statement comes after several cybersecurity companies released reports that detailed Iran-linked operations, including fake news campaigns and attempts to phish a high-ranking presidential campaign official.

And, Bill Streilein, the Pentagon Chief Digital and Artificial Intelligence Office’s first technology chief who helped set the foundation for that nascent defense tech hub, is departing the Pentagon to return to academia. In a statement shared exclusively with DefenseScoop by a spokesperson Monday morning ahead of the official announcement, CDAO leadership thanked Streilein for “his immense technical leadership over the last two years as he prepares to transition back to MIT Lincoln Labs at the end of the summer.”

Cybersecurity Insights: Microsoft Challenges, Halliburton Breach, and Quantum-Ready Encryption

Eric and Glenn are back from a little summer break, prepping for the 2024 IAI Conference in Reno.  They do a final “Where in the Whorld?” game.  Then they jump into a recent paper on “Inconclusive” decisions (Swofford, et al. (2024)  “Inconclusive Decisions and Error Rates in Forensic Science”, Forensic Science International: Synergy (vol 8; 100472)) authored by several members of NIST.  The paper proposes a method for computing and communicating error rates when “inconclusive” decisions are made.  The paper also focuses on making clear distinctions between “method performance” versus “method conformance”.  The guys discuss their views on the method and the implications the paper may have for fingerprint examiners and their agencies.

In the summer of 2024, the National Institute of Standards and Technology (NIST) released a Hemp Plant Reference Material to help labs accurately measure the amount of THC, CBD, toxic elements and other compounds in cannabis products. It will also help producers and state regulators ensure that cannabis products are safe to use and accurately labeled.

Today, we’re going to talk about NIST's Hemp Plant Reference Material and about improving cannabis science with leading experts in the field of cannabis medicine.

Our guests are Dr. Bryon Adinoff, president of the Doctors for Drug Policy Reform, and Dr. Leslie Mendoza Temple, former Chair of the Medical Cannabis Advisory Board for the Illinois Department of Public Health. 

Dr. Adinoff is an addiction psychiatrist, neuroscientist, academician, and advocate. He was appointed Clinical Professor at the University of Colorado School of Medicine following his retirement as Distinguished Professor of Alcohol and Drug Abuse Research in the Department of Psychiatry at the University of Texas Southwestern Medical Center and as a psychiatrist for 30 years with the Department of Veterans Affairs. He has published over 200 papers and book chapters on the neurobiology and treatment of addiction and is Editor-in-Chief of The American Journal of Drug and Alcohol Abuse.

Dr. Temple is a Clinical Associate Professor for NorthShore University HealthSystem’s Department of Family Medicine and Medical Director of the NorthShore Integrative Medicine Program. She was recently appointed as an endowed Chair of Integrative Medicine by the Owen L. Coon Foundation. She is also a Clinical Associate Professor in Family Medicine at the University of Chicago Pritzker School of Medicine.

Improving Cannabis Science

If you missed FedTalks last month, you missed a fantastic panel on how federal agencies are preparing for the age of quantum. Fresh off of NIST’s release of new post-quantum cryptography standards, Nick Polk, Branch Director for Federal Cybersecurity, Executive Office of the President; Ann Dunkin, CIO of the Department of Energy; and Michael Hayduk, Deputy Director, Information Directorate, Quantum, Air Force Research Laboratory discussed what’s ahead as they look to secure federal systems and information from attacks powered by quantum computers.

The National Institute of Standards and Technology’s Artificial Intelligence Safety Institute is seeking information on the development of chemical and biology-focused artificial intelligence models. In a Federal Register posting, the AISI said it is specifically interested in potential benchmarks and evaluation tools for understanding these models, as well as guidance on mitigating the kind of security risks they might raise.

As the Department of Defense experiments with biometric devices to better track the health and wellness of personnel, it issued a $96 million award last week to Finnish health technology company Oura to put its smart rings and services in the hands of service members. While the department didn’t specify in the award announcement how many rings would be purchased under the firm-fixed-price contract — the rings retail for $299-$349 — it explains that the contract will also provide a suite of data analytics services the Pentagon’s health arm can use to take action on the biometric information generated by the devices.
