This week on Everyday Injustice, we sit down with LaToya Mitchell, Navigator Project Manager, CA Bridge Program and talked about the innovative program that helps get people from ER into drug treatment and reduce annual drug overdoses.

A few weeks ago, she was part of a rally at the California Capitol to push for a package of bills that would improve access to programs such as the Bridge Navigator Project.

The navigator program allows ER patients to connect with treatment medication and staff immediately.

Mitchell explained, “What most people don’t know is that it is the easiest substance use disorder to treat because medication like buprenorphine, which is commonly known by the brand name Suboxone, acts fast to stop the withdrawals without euphoria and allows the patient to feel like themselves before the addiction.”

Her job is to lower the barriers for patients to receive the treatment.
She said that “there’s a lot of stigma for people who use drugs and that creates barriers like obtaining a Suboxone prescription from big chain pharmacies, so it’s essential that I know which pharmacies are Suboxone friendly and provide that list to the patients.”

Mitchell noted, “We found that with the presence of the navigator, patients felt more comfortable coming in and saying, I’m here because I’m having opioid withdrawals, as opposed to them naming their symptoms and because they were afraid of admitting their substance use. Because of that, we’re able to get them treated and in and out in a couple of hours. Instead of spending six hours in the emergency room getting unnecessary and costly tests, we found that it actually saved resources and a lot of money.”

Everyday Injustice Podcast Episode 245: The Bridge Program a Pathway Toward Better Drug Treatment

In episode seven of our Community-based Solutions for Substance Use Challenges season, Just Science sits down with Cristi Cain, Local Public Health Section Director at the Kansas Department of Health and Environment, and Sally Wright, the All Hands on DECK, or Drug Endangered Children Kansas, Program Manager for the Kansas Department of Health & Environment, to discuss their COSSUP-funded All Hands on DECK Program, which helps support drug endangered youth and families across the state of Kansas. In Kansas and across the country, many children and infants are living in an environment where a caretaker uses substances or where they are born exposed to substances. In response, the Kansas Department of Health and Environment supports eighteen local jurisdictions who are implementing a range of activities to support drug endangered youth, including providing family care bags, administering community and school-based drug awareness trainings, distributing naloxone, and more. Listen along as Sally and Cristi discuss some of the catalysts for creating a youth-focused program in their state, how each local site is identifying and addressing unique needs within their community, and some of the challenges and successes the DECK program has experienced so far.

Just All Hands On DECK For Drug Endangered Youth

In the final episode of our Community-based Solutions for Substance Use Challenges season, Just Science sits down with Kristen Lee, Substance Use Program Coordinator at the Georgia Criminal Justice Coordinating Council, Lizann Roberts, Executive Director of the Coastal Georgia Indicators Coalition, and Tara Jennings, Strategic Planning Administrator for Chatham County Government, to discuss their COSSUP-funded Community Data Platform, which helps connect health and justice data for an individual, so that first responders can best meet their needs.  For individuals who frequently cycle through jails, homeless shelters, and emergency departments, there is a need to increase access to community resources to break the cycle of justice involvement and reduce the burden on first responders. In Chatham County, Georgia, the Community Data Sharing Program provides real-time data across public health and safety services, helping first responders gain a holistic view of an individual’s justice involvement and refer clients to the appropriate community resources. Listen along as Kristen, Lizann, and Tara discuss why they decided to use data sharing as a tool to better serve clients with a substance use disorder, how they addressed barriers such as data sharing and privacy concerns, and how the program has not only impacted participating clients, but also local first responders and policy makers. This week on Everyday Injustice, we talk with Amanda Hall, who as the Senior Director of National Campaigns, she leads strategic efforts to shape national drug policy within expansive coalitions and advocates for the voices of those directly impacted.

Hall recounted her journey to incarceration, sharing how witnessing her mother’s arrest as a child negatively impacted her mental health and led her to experiment with drugs. Amanda struggled with drug-related charges throughout her late teens and early twenties, frequently finding herself in jail. Now, as a member of Dream.Org, she is spearheading the national Public Health is Public Safety Campaign, advocating for legislation that focuses on people and promotes recovery rather than harshly punishing individuals without offering them a chance at rehabilitation.

Despite significant changes at the federal and state level, the rate of opioid prescriptions remains startlingly high. The most recent data shows that Tennessee is still hovering around 60 prescriptions for every 100 people in the state.  And again, that’s prescriptions, not pills.  As such, many patients are still facing the same on-ramp to opioid medications that got stuck in the opioid crisis in the first place. 

My guests this month are Brand Newland and Michael Doty of Goldfinch Health, Melissa Armstead of Southern Tennessee Health System, and Kathy Federico of Lifepoint Health. In 2024, Goldfinch received a grant to implement a primary prevention program focused on non-opioid pain treatment in surgical settings, and they partnered with a hospital in Lawrenceburg, TN, located in the rural, south central portion of our state.

The early success of the Billion Pill Pledge in Lawrenceburg genuinely surprised me. I worked in rural emergency departments from 2014-2018, during the rise of fentanyl, and so I know first hand how significant it is to so dramatically reduce visits to the ED for pain control. 

In this conversation, we talk about the program, how it works, how it rolled out in Lawrenceburg, and what the future of non-opioid pain treatment may look like, at both the clinical, the scientific, and the policy levels.

Changing Healthcare Culture: The Billion Pill Pledge and Non-Opioid Pain Treatment

When it comes to any large government program targeting health, social, and cultural issues, there are always concerns that the money won’t be spent well. The opioid settlements are no exception.  

So when a program involves multiple community partners, a transparent and collaborative decision-making process, and is based on the local data, the rate of success tends to be high.  

This is what makes Sumner County’s approach so remarkable. After finding out that Highpoint Health hospital alone received over 50% of all overdoses brought in by EMS, they hired a Substance Use & Recovery Navigator to join the emergency department and help connect overdose survivors with local resources and treatment. The program also includes funding to get people help at Volunteer Behavioral Health - located right across the street from the hospital - and a “Box of Hope” containing naloxone, an up-to-date local recovery resource guide, and other tools provided by the Sumner County Prevention Coalition.  And this is just a part of the county’s overall overdose response plan that they are funding with opioid settlement dollars. 

My guests this month are Justin Werlick, Substance Use & Recovery Navigator, Dr. Geoffrey Lifferth, Chief Medical Officer for Highpoint Health with Ascension Saint Thomas, Haylee Mcphearson-Bush, VP of Operations of the Middle/West regions for Volunteer Behavioral Health, Meagan Griffith, Director of the Sumner County Prevention Coalition, Charlotte Hollis of the Sumner County Health Department, and Dr. Dustin Owens, Grant Accountant for the Sumner County Budget Committee.  

In this episode we talk about how all of these vital partners were brought together, how concerns were addressed - including the fear of duplication or supplantation of existing services - and why they are working to make naloxone more available to the community than ever before. We also discuss the larger barriers that people needing recovery face, including not only the lack of connection between existing resources, but the gaps in healthcare coverage that keep people from getting the help they need.
