On the latest episode of the Sanctions Space Podcast, Justine sat down with AML legends Rick Small, Executive Vice President, Director Financial Crimes program at Truist and Bill Fox, former Managing Director Financial Crimes at Bank of America. They discuss the intersection and interlinkage between sanctions and AML, assessing sanctions risk in a complex environment, and how the effectiveness of sanctions frameworks could be improved.

There is a big debate about whether sanctions against Russia are working. Some argue that they are failing to stop the Russian war machine, and that Ukraine’s allies need to find something else. Others say that real sanctions are yet to be applied or truly implemented. What is certain is that without the sanctions in place against Russia, Moscow would likely be occupying much more Ukrainian territory than it is. 

In this episode, the Explaining Ukraine podcast invited Stephanie Baker,  senior writer at Bloomberg News, and author of the new book "Punishing Putin: Inside the Global Economic War to Bring Down Russia". Stephanie has reported a lot from Russia, Ukraine, and Eastern Europe, and believes that Russia is more vulnerable than we think.

How to defeat Putin’s war economy - with Stephanie Baker

This event, organised by the LSE Middle East Centre and the Department of International Relations, LSE was a discussion around the book 'How Sanctions Work: Iran and the Impact of Economic Warfare' by Narges Bajoghli, Vali Nasr, Djavad Salehi-Isfahani and Ali Vaez published by Stanford University Press.

Sanctions have enormous consequences. Especially when imposed by a country with the economic influence of the United States, sanctions induce clear shockwaves in both the economy and political culture of the targeted state, and in the everyday lives of citizens. But do economic sanctions induce the behavioural changes intended? Do sanctions work in the way they should?

Meet the speakers

Narges Bajoghli is Assistant Professor of Middle East Studies at the Johns Hopkins-SAIS, is an award-winning anthropologist, scholar, and filmmaker.

Vali Nasr is the Majid Khadduri Professor of International Affairs and Middle East Studies at Johns Hopkins-SAIS, and a Non-Resident Senior Fellow at the Atlantic Council’s South Asia Center. 

Sanam Vakil is the director of the Middle East and North Africa Programme at Chatham House. She was previously the Programme’s deputy director and senior research fellow, and led project work on Iran and Gulf Arab dynamics. 

Steffen Hertog is Associate Professor in Comparative Politics at the London School of Economics. He was previously Kuwait Professor at Sciences Po in Paris, lecturer in Middle East political economy at Durham University and a post-doc at Princeton University.

A British businessman caught on camera confessing to illegally selling millions of pounds of luxury perfume to Russia is not facing criminal charges, the BBC has learned.
David Crisp was arrested last year but his case was later dropped by HM Revenue and Customs, the tax collecting agency which is also responsible for enforcing sanctions.
Selling luxury goods to Russia is a serious offence punishable by up to 10 years in prison but campaigners say the UK is far behind other countries when it comes to punishing violators.

The volume and frequency of sanctions being targeted against shipping has never higher, or more visible, Sanctions are now a daily part of the Lloyd’s List news agenda, so it’s sometimes difficult to see how and how fast things are changing. 

But the risk and compliance landscape has noticeably changed this year – we’re seeing more targeted sanctions, and in response we’re seeing an ever-evolving shift of circumvention tactics, from an ever growing dark fleet that is looking more and more dangerous by the day.

And the politics are also shifting.

Much of Donald Trump’s sanctions strategy remains unclear, and on past experience, unpredictable.

It’s a fair bet that Tehran can expect to be under more pressure post January 20 next year. 

But what happens with Russia – that’s the big question.  And what does that mean for the rest of shipping that has been left to navigate its way around not just an increasingly hefty compliance burden, but what is essentially a tiered trading system where one part of the industry is jumping through hoops to apply regulation and decarbonise and pay for carbon burned…

While another section sails without basic adherence to safety regulations, no insurance, no legitimate flag – they are outside of the rules based order and they are earning a premium for it.

So when Lloyd’s List hosted its annual Outlook Forum in London earlier this month, this was the context to our discussions around sanctions risk and compliance.
